Which birds feed on the ground?

Does ground feeding attract rats?
Only if food sits out overnight. Put out what gets eaten in a day, clear leftovers before dusk, and use a raised mesh tray rather than scattering on soil. Managed that way, it is no riskier than any feeder.
Where should I place a ground feeder?
Near cover but not inside it - about a metre or two from a shrub or hedge. Birds want a quick escape route, but they also need open sightlines to spot cats before they get close.
